This is a state that has not voted for a Republican presidential candidate since 1972, the longest streak on record.
Minnesota has really really turned blue in recent years at a local level. The Governor (Waltz) is about as liberal as you can find. The Democrats now own both chambers of congress in Minnesota and have gone off the deep end pushing and voting through a far left agenda which is not as popular as some would like to think.
Perhaps there is some backlash there, or perhaps this is just one of those things where Biden's weaknesses are more apparent in a place like Minnesota?
Now I do not hold up much hope that Minnesota will actually end up going to Trump and wonder out loud if it will actually be in play come September or October. But for now, this should worry Democrats and Biden.

By the way, I base the headline claim of a $30.60 per hour minimum wage on the city council's demand that drivers be paid a minimum 51 cents per minute when ferrying passengers.
