Once you have had at least on DUI on your driving record, it is no longer clean. Check with your insurance agent sometime? The average increase in your insurance after a DUI is 50%. This person had "multiple" arrests for DUI. Now I might suspect that this person no longer actually carries insurance, but that is beyond the point.

He was doing 60 in a residential district with a blood alcohol level over three times the legal limit. But he deserves a pass because he otherwise has a "largely" clean driving record.
