While the media are demanding that the Senate has pretty much unanimously passed this thing, the reality is that most have hardly had time to look at it.
What technically makes this bill bi-partisan is the inclusion of a single Republican on the committee that was tasked to put this thing together. Now, even James Lankford (the one Republican associated) has suggested that he has not decided to vote to advance his own bill. McConnell went from unwavering support of the bill to suggesting that he might also join the majority of Republicans who are planning on voting to filibuster the bill rather than vote it through to the floor. I suspect at the end of the day there will be very few Republican Senators (if any) who will vote for a quick turnaround on a bill that nobody saw till two days ago.
The idea from the media is that the House GOP leadership was simply being kneejerk in their opposition to what Senate Republicans thought was the best thing since sliced bread. That seems to have never been the case. Moreover, I suspect that overwhelming dissatisfaction with the bill with GOP voters may be swaying things even further away from passage. I would now place the chances of this bill even passing the Senate to be less than 50/50.
This was supposed to be a big win for Biden and I am sure that many in the media will pretend that the ongoing problems with the border should now be blamed on the GOP because they refused to pass a bill that literally handcuffed Presidents (present and future) from shutting down the border until at least 4000 people a day were let through. Back when Trump was President we saw only about 400,000 border crossings a year. Now the expectation is that we need to allow 1.5 million minimum, before we even start to slow anything down. This could literally "prevent" a future President from enforcing the current law.
This bill is DOA.

Oh by the way, if at any moment Joe Biden doesn't like the "border emergency" declaration he can end it at will. That's actually in the bill, lol

This abomination of a bill legalizes the invasion of 2 million illegals every year, pays for their lawyers, and gives Ukraine another $60 billion.
Your government hates you and wants to replace you, but until that happens, it’s going to steal every last dime from you it can.

At some point, the President would have no authority to shut anything down.
Actually he would have the freedom to suspend the legislation whenever the fuck he wants for whatever reason he wants.
