Trying to convince people of something they do not believe is an ongoing strategic mistake politicians (especially Democrats) tend to make.
So which salesperson would you rather be? The one who answers the phone call from the person interested in their product or the person making cold calls to people who have previously expressed no interest in the product?
I got my first job out of college selling investments for a self described "Wall Street Investment firm" - which was to say their home office was located on Wall Street. The most difficult part of the job was cold calling people, trying to get them interested in meeting with you. The firm did not have a client base that you were assigned. You literally had a phone book (or a list of your own contacts) and you would simply cold call. Or as I usually did, send out a brochure (which you had to buy) and call as a follow up regarding the information you sent. Either way you had to make two sales. Before you could convince them that your product was the one to buy, you had to first convince them that they needed that sort of product in the first place.
So it becomes similar in politics. Would you rather be the politicians who is agreeing with Americans when they question the economy and offer them a change? Or would you rather have to fist convince them that they are wrong, that the economy is good, and that what you are providing is the best solution moving forward?
In the case of sales or politics. It is much easier to be "reactive" than "proactive".
So whoever is running against Joe Biden will be arguing "along with" the general public that the Biden policies have been failures and that it is time to try something new. But the Biden team will need to convince people that their feelings are unjust and wrong and then convince them that their polices are the best moving forward. Not the best way to handle things. But what else can you do if you are Joe Biden? Admit that everything you have touched has turned to shit and that you will do better in a second term?
Of course, much of this is the political bubble world we live in. When the media you listen to is lock step in what they report and what they ignore, then you can fall into this trap. Of course the people making the "Biden's policies are a success" arguments are not the rank and file Americans working and living paycheck to paycheck, they are the liberal elitists who probably do not have any real skin in the economic game. If you are a Republican, you hope that Biden listens to those inside of his bubble. It will almost assuredly doom his campaign.
