You cannot make this stuff up folks.

Agents eventually approached the man, who was with a woman, and identified themselves as law enforcement officers, saying they wanted to talk to the man about his immigration status, according to the federal criminal complaint. The man asked what kind of police the agents were, and when they told him they were HSI agents, he allegedly jumped into the backseat of a vehicle and told the woman to drive.
One agent got into the front seat of the car in an attempt to stop the woman from driving away, while another agent tried to pull the man out of the car.
The woman began to drive away, causing the second agent to jump from the car to avoid being hit, charges state. The front passenger door closed due to the forward movement while the first agent was still inside. (link)
So basically, the illegal calls 911 and the girlfriend drives the car to the police station thinking that somehow the New Hope police were going to come to their aid, save them, and possibly even arrest Homeland Security agents. Obviously, that did not happen, and they are now looking at kidnapping charges.
So what causes this? Political rhetoric. We have Democratic politicians and even the Minneapolis police chief suggested that federal agents might be in town illegally and that local law enforcement might assist local people. But quite obviously, the local police cannot get involved with federal law enforcement duties and would cause major problems if they actually tried to interfere.
But because these two somehow "believed" the rhetoric, they literally kidnapped a federal Homeland security agent and drove him to a police station thinking that local police would help them avoid arrest. Instead, they now both face federal charges (kidnapping and reckless endangerment is my guess) and will likely be going to federal prison. Of course, these two are stupid, but at the end of the day, you also have to blame the political rhetoric for this situation, and everyone is lucky that nobody was seriously hurt.
