Did one in five mail in voter really cheat?

So the main idea is that between those who had someone else assist with their ballot and those who voted in the wrong state, you have this large amount of "cheaters".

The problem is that there is a difference between those who have a family member fill out a ballot for them (legal) and those who allowed a third party voting org or a ballot harvester do it for them (illegal in most states). Obviously if any of these people who were offered reward by someone who also offered to fill out their ballot, then we have a pretty big issue of cheating, albeit not just by the voter.

Certainly there is no excuse for anyone voting in a state that they no longer live, especially by absentee or mail in. Overall I am skeptical that 20% of all mail in ballots were cast illegally. But even if you cut this twenty percent in half, you would stil be looking at between six and seven million illegally cast votes in the 2020 election by mail. Considering that ultimately Biden won by less than forty thousand votes between three states, who is to know whether mail in ballot fraud was the reason Biden won?
