Comey is being charged, accused, or something?

From what I can tell, this is in regards to something he admitted publicly to doing. But it is not an indictment in spite many suggesting it is?

18 U.S. Code § 793(d) – On or about October 5, 2016, Comey allegedly had possession of material related to national defense and “having reason to believe such information” could harm the U.S. and help a foreign nation and knowingly sent it “to a person not entitled to receive it.”
18 U.S. Code § 793(g) – “Between on or about a date unknown but not later than October 4, 2016, and up to and including the date of this filing in” D.C. and elsewhere, Comey “and others known, and unknown, knowingly and willfully conspired and agreed together and with each other” to violate the law in count one.
Comey admitted under oath that he sent classified information to another individual so that individual could provide it to the media. Apparenly Comey understood that sending it directly to the media would be a violation of law, but he pretended that didn't understand that it was against the law to send it to a go between. Of course we know he did know either was illegal, he just counted on nobody pursuing it based on the fact that he was going after Trump (and everyone knew you can suspend law to go aftere the bad orange man).
It was always puzzling that nobody decided to pursue something that was known to be illegal and admitted to. But that is the way it works in D.C. Now Comey's legal team has already asked to have the case dismissed and the judge is currently looking at making a ruling on this. At issue is whether or not these criminal charges being brought forward beat the 10 year statute of limitations or if they needed an indictment. Why they waited so long is anyone's guess. An indictment a few months ago would have made this question moot.
